Dear Mr. Pucci:

There will be an estimated \$40K remaining under the above-referenced
task at the end of the funding period.  The project will scale down
temporarily, and we are requesting a four-month extension to use the
remaining funds.

The reason the extension is needed is that due to problems with the 
original misformulation of the contract as a low overhead (off-site)
project, under Stanford policy we could not hire the personnel
required.  Thus, we were not able to begin serious work until
September 1989 (at which point three full-time people were
brought on the project).  Much has been accomplished in that period,
but it would be extremely useful to be able to continue the work
in order to have time to clarify and synthesize the results of
experiments to produce a better design proposal.
